Comments As the U.S. Committee for Refugees (USCR) finalized this Issue Paper on the insecurity that Afghan refugees have been facing in Pakistan, terrorists carried out horrific attacks in New York and Washington that left thousands of people dead. Within hours, U.S. authorities began to investigate who might be responsible for the attacks. Attention quickly focused on Osama bin Laden, the man who the U.S. government believes masterminded the attacks on U.S. embassies in Kenya and Tanzania in 1998.
