2018年10月27日、国連難民高等弁務官事務所（UNHCR）と独立行政法人国際協力機構（JICA）は、フィリッポ・グランディ国連難民高等弁務官の来日にあたり、公開シンポジウムを開催いたします。

世界で移動を強いられた人々の状況は近年、大幅に悪化しています。避難を強いられている人の数が過去最高を記録し、難民がおかれている状況がその範囲と規模、複雑性のいずれにおいても深刻化するなかで、さらに多くの難民が、保護と支援、そして解決策を必要としています。経済や開発面で課題を抱えている低・中所得国で長引く避難生活を送っている難民も多くいます。また、世界各地で国境の閉鎖や厳しい難民・移民政策が適用されており、難民保護を取り巻く環境も悪化の一途をたどっています。各国のこれまでの貢献やそれぞれができることを考慮し、難民受け入れと支援に関する責任を世界全体でより公平に分かち合うことが急務といえます。

2016年、歴史的な合意といえる 「難民と移民に関するニューヨーク宣言」 において、2つのグローバル・コンパクトを通じて、難民・移民への支援を体系的かつ持続可能な形で実施していくことが取り決められました。 「難民に関するグローバル・コンパクト」 は、分裂を深める今日の世界で多国間主義の重要性を前面に出しながら、難民の大規模な移動と長引く避難生活への国際的な対応を強化する絶好の機会を提供するものです。また、日本を含むさまざまな主体による支援と国際社会における連帯のネットワークの構築も求めています。 「難民に関するグローバル・コンパクト」は、 2018年末までに国連総会で採択される見込みです。

UNHCRの支援対象者である難民の約2,000万人のうち、3分の１をアフリカ諸国が受け入れていますが、避難生活は長期化しています。また、多くのアフリカ諸国は、戦争と迫害を逃れた人々を受け入れることにより世界に模範を示してきましたが、難民支援に対する支援は、国際的な責任の共有と連帯によって補完されるべきです。今回のシンポジウムは、 「難民に関するグローバル・コンパクト」 と2019年に開催される 「第7回アフリカ開発会議（TICAD 7）」 の橋渡しを行うものでもあります。アフリカにおいてCRRF*（「包括的難民支援枠組み」）を実行するために、人道支援と開発援助の連携（ネクサス）を推進し、また革新的なアプローチを導入することにより、大きな変化がもたらされています。

国際社会における責任共有の原則のもと、 「難民に関するグローバル・コンパクト」 から私たちが共に成果を得るためには、何が必要なのでしょうか。難民と受け入れコミュニティに対し適切かつ実践的で、しかも包摂的な支援を実現するために、社会全体としてどのように取り組めばよいのでしょうか。難民の受け入れ国に対して、どのように難民支援と関連する社会経済的課題について責任を分かち合うことができるでしょうか。そして一連のプロセスにおいて、難民のリーダーシップと参加をいかにして確保すればよいのでしょうか。こうした課題について、グランディ高等弁務官を交え、日本政府、JICA、NGO、民間企業、学術機関そしてメディアの参加者とともに議論します。

On 27 October 2018, UNHCR and JICA will be co-organising a public symposium on the occasion of the visit of Filippo Grandi, United Nations High Commissioner for Refugees.

The state of global forced displacement has considerably worsened in recent years. The number of forcibly displaced persons marked a record-high number and refugee situations have increased in scope, scale and complexity, with ever higher number of refugees requiring protection, assistance and solutions. Millions of refugees live in protracted situations, often in low- and middle-income countries facing their own economic and development challenges while the protection environment for refugees has worsened in many parts of the world, with border closures and restrictive refugee and immigration policies. There is an urgent need for more equitable sharing of responsibility for hosting and supporting the world’s refugees, while taking account of existing contributions and the differing capacities and resources among States.

Commitments agreed in 2016’s historic New York Declaration for Refugees and Migrants are operationalised in systematic and sustainable manner by the two Global Compacts. The Global Compact on Refugees is expected to be adopted by the UN General Assembly by the end of 2018. It is a powerful expression of multilateralism in today’s fragmented world and a unique opportunity to strengthen the international response to large movements of refugees and protracted refugee situations. It requires a network of assistance and solidarity by various actors of international community including Japan.

Among some 20 million refugees under UNHCR mandate, one third are hosted by African countries and most of these refugee situations are protracted. Many African countries have shown examples to the world by maintaining open-door policy for people fleeing war and persecution, but their commitment to the protection should be complemented by international responsibility-sharing and solidarity.

In this context, the symposium will also focus to establish a bridge between the Global Compact on Refugees and the coming 7th Tokyo International Conference on African Development (TICAD 7) in 2019. We recognise successful changes delivered by increased nexus between humanitarian and development actors and innovative approaches to implement the Comprehensive Refugee Response Framework (CRRF*) in Africa.

Under the principle of responsibility sharing, how can we ensure collective outcomes of the Global Compact on Refugees? How can we pursue a whole-of-society approach that enables refugees and host community to assist in designing appropriate, accessible and inclusive responses? What is the challenge we face and how can we collectively find solutions?  How can we ensure the leadership and participation of refugees in this whole process? These questions will be discussed by the High Commissioner, representatives of the Japanese government, JICA, NGOs, private sector, academia and media. We are looking forward to your participation.

* Comprehensive Refugee Response Framework (CRRF) is an international framework laid out in Annex I of ‘New York Declaration’ to enhance the protection of refugees.
