In November 2013, the Government of Somalia adopted the instrument of ratification of the Kampala Convention. However, it was never deposited with the Secretariat of the African Union. The same year, the then Ministry of Interior and Federal Affairs (MOIFA) of the Federal Government of Somalia initiated the development of a “Policy Framework on Internal Displacement within Somalia”. While a draft was endorsed by the Cabinet, it was never adopted by the Parliament and was later abandoned due to changes within the Government.
The National Commission for Refugees and IDPs (NCRI) presented in August 2017 a new draft: the “National Policy for Refugee-Returnees and IDPs”, which was also not adopted. More recently, the International Development Law Organization (IDLO) with the financial support of the European Union, has started to support the Government of Somalia in the development of a new policy, based on the two existing drafts. The Deputy Prime Minister is leading the newly established High Level Task Force, overseeing two working groups, one of which focuses on refugees and IDPs. The Working Group on refugees and IDPs, which is going to be led by the NCRI and composed of different actors working on internal displacement in Somalia, has the task to develop the new IDP policy as well as to create some guidelines for the development of policies at subnational level. In parallel, the South West State of Somalia has already started the drafting process of an IDP policy and Jubaland has launched an initial consultation with the aim to develop its own policy on internal displacement.
