In 2013, the Government of Honduras established the Inter-Institutional Commission for the Protection of Persons Displaced by Violence (Comisión Interinstitucional para la Protección de las Personas Desplazadas por la Violencia – CIPPDV) through the Executive Decree PCM-053-2013. The CIPPDV is responsible for the development and adoption of measures to prevent forced displacement caused by violence and to assist and protect those affected when it takes place. As a first step, an inter-agency team led by the CIPPDV, launched a research project in 2014 (which is currently being updated) to determine the scope and the scale of Honduras’ displacement crisis (IDMC 2016). In November 2015, the Special Rapporteur on the Human Rights of Internally Displaced Persons was informed by the CIPPDV that further steps were considered to develop normative frameworks on internal displacement, such as including forced displacement as a crime in a new criminal code (A/HRC/32/35/Add.4). In 2016, the Ley para la prevención, atención y protección de las personas desplazadas internamente was developed based on the findings of the study led by the CIPPDV. The Legal Commission of the Secretary of Human Rights, Justice, Interior and Decentralization of Honduras, in coordination with UNHCR, contributed to the elaboration of the law (UNHCR 2016). The law was supposed to be presented to the Honduran Congress in 2017 (CIPPD 2018), however another project was proposed by a Member of the Parliament. Since then, some efforts are being made to articulate both projects, but the process has been slow and it is still unclear what version of the proposal will move forward (LAWG 2017).
