About the Yemen Shelter/NFI/CCCM Cluster
The Shelter/NFI/CCCM Cluster in Yemen aims to support people affected by conflict and natural disasters through the provision of safe, dignified and appropriate shelter and settlement solutions.
The Cluster provides shelter, settlement and Non Food Items (NFI) as well as Site Management services for displaced and conflict affected populations.
Cluster Partners include national authorities, UN agencies, international and local NGOs, civil society organizations, the Red Cross Red Crescent Movement and donors. The Shelter/NFI/CCCM Cluster is consensus driven and leads by agreement of its Partners. A partnership thrives on the mutual support of its various stakeholders in the provision of holistic, coordinated and sustainable shelter, settlement and site management solutions.
The CCT supports UNHCR, the UN Refugee Agency, in its lead role as the UN Agency mandated for protection and assistance to conflict displaced Internally Displaced Persons (IDPs). In Yemen the merged Shelter/NFI/CCCM Cluster is led by UNHCR, supported by IOM as a co-chair.
Why should you Partner with the Shelter/NFI/CCCM Cluster?
The Shelter/NFI/CCCM Cluster Coordination Team (CCT) exists to support the work of Cluster Partners who provide shelter, settlement, Non Food Items and Site management support and to facilitate agreement on important issues.
The CCT provides support on:
· Overall gap and needs assessment and strategic priorities for the response
· Harmonisation and agreement on Shelter, Settlement, NFI, and Site management solutions and approaches
· Finding alternative shelter solutions such as repairs, hosted accommodation or cash support for rental, repairs, rehabilitation etc.
· Beneficiary engagement in the provision of assistance and feedback mechanisms
· Integration of protection, gender and accountability considerations in the provision of assistance
· Facilitation of visibility of activities and access to financial and in- kind resources
Although the CCT does not directly provide shelter or NFI material assistance, such as tents, plastic sheeting, tools, Cash etc…, the CCT provides a service and support network to enable partners provide timely, appropriate assistance in a coordinated manner.
The Shelter/NFI/CCCM Cluster works with all stakeholders to ensure that the right resources are made available to the right people, but relies on the network of partners to implement decisions according to agreements reached.
To achieve this, the CCT collects, analyses and shares information on needs, gaps and coverage. Some of the ways partners can benefit from participating in the Shelter/NFI/CCCM Cluster include:
· Up-to-date information on shelter needs, how the needs are being met, who is meeting them, as well as the remaining gaps.
· Technical expertise on how to implement appropriate shelter solutions always learning from good practices
· A platform for shelter actors to agree on standards and decide on common strategies.
· Information about available funding, what it is for and how to access it.
· Advice on how to connect the current shelter programmes to early recovery, contingency planning and risk reduction.
· Advocacy on access and other administrative issues on behalf of the Cluster Partners.
How does the Cluster Function?
The Shelter/NFI/CCCM Cluster comprises the following functions:
· A dedicated CCT that manages the core functions of the cluster, namely coordination, technical support, information management, capacity building and visibility.
· General Cluster Meetings, which are open to all Shelter/CCCM actors.
· The Strategic Advisory Group (SAG), a smaller group of organizations that represents the cluster and provides strategic direction.
· Technical Working Groups (TWiGs) that work on specific issues such as shelter design, technical specifications, housing, land and property rights and reconstruction planning, etc.
· Sub National Cluster Coordinators present in each priority Hub to lead and coordinate service delivery at the Field level.
