Donor Care Assistant (Renewable Contract, LICA 1)

Office of the United Nations High Commissioner for Refugees (UNHCR) is recruiting a Donor Care Assistant, carrying an external title of “Assistant Donor Care Executive”, to execute a series of donor retention programmes and assist the supervisor in supporting donor care operations in UNHCR Hong Kong and Macao SARs.

Requirements and experience:

  • Completion of the secondary level schooling or vocational training equivalent to secondary school level;
  • At least 1 year working experience related to donor service and data processing (fundraising experience is preferable, please specify details if it is part-time experience);
  • Experience in answering donor/customer enquiry by phone and by email;
  • Proficiency in written and spoken Chinese (Cantonese and Mandarin) and English;
  • Good writing skills for donor communications materials;
  • Knowledge of MS Office especially MS Word and MS Excel;
  • Attention to details, high accuracy and result oriented;
  • Ability to collaborate with others, with a flexible and positive attitude;
  • Strong communication and interpersonal skills;
  • Able to work independently and under pressure; and
  • Customer service oriented.

Responsibilities:

  • Under the supervision of the Assistant PSP Officer – Donor Care (NOA), to work closely with UNHCR and supporting the implementation of the Donor Care Programme of UNHCR’s Private Sector Partnerships Unit, in particular on donor service and donor information processing;
  • Assist the supervisor in processing monthly donation (both by autopay and credit card), informing and advising the supervisor in case of inaccuracy and special occurance;
  • Assist the supervisor in processing the one-off donation transactions;
  • Confirm donors’ personal details, as appropriate, before entering accurate information into the database;
  • Assist in taking inbound calls to respond to donors’ enquiries, making record and reporting public enquiries to senior staff;
  • Assist in following up with donors, by phone, by post and by electronic mail, in relation to donation transaction issues and donor enquiries;
  • Conduct telephone fundraising campaigns as required;
  • Assist the supervisor in writing donor communications materials and forward to donors; and
  • Undertaking other duties as assigned by her/his supervisor.

Requirements and experience:

  • Completion of the Secondary Education with post-secondary training in Business Administration, Journalism, Social Science or related field;

  1. General Background

The Office of the United Nations High Commissioner for Refugees was established on December 14, 1950 by the United Nations General Assembly. The agency is mandated to provide protection (including assistance) and seek durable solutions for millions of refugees around the world. In the People’s Republic of China, UNHCR registers and conducts refugee status determination for those seeking asylum, working to help refugees find solutions to their situations. UNHCR is involved with ensuring support for the protection of refugees, and works with Government authorities to build domestic capacity. In addition, it has a specific mandate for the prevention and addressing situations of statelessness.

  1. Organizational Context

The Protection Associate (Community-Based) is a member of the Protection Unit in a Country Operation and may report to the Protection Officer, Protection Officer (Community-Based), or another more senior staff member in the Protection Unit. Under the overall direction of the Protection Unit, and in coordination with other UNHCR staff, government, NGO partners and other stakeholders, the Protection Associate (Community-Based) works directly with communities of concern to identify the risks they face and to leverage their capacities to protect themselves, their families and communities. The incumbent may have direct supervisory responsibility for part of the protection and/or support staff and supports the application of community-based protection standards, operational procedures and practices in community-based protection delivery at the field level. To fulfil this role the Protection Associate (Community-Based) is required to spend a substantial percentage of her/his time working outside the office, building and maintaining networks within communities of persons of concern. The development and maintenance of constructive relationships with persons of concern that measurably impact and enhance protection planning, programming and results forms the core of the work of the Protection Associate (Community-Based). The incumbent also supports the designing of a community-based protection strategy by ensuring that it is based on consultation with persons of concern.

  1. Responsibility
  • Assist functional units, the Multi-Functional Team (MFT) and senior management to integrate participatory and community-based approaches in the overall protection delivery strategy and operational procedures.
  • Through relationships with persons of concern and network of partners stay abreast of political, social, economic and cultural developments that have an impact on the protection environment and provide advice to the protection team. Understand the perspectives, capacities, needs and resources of the persons of concern and advise the protection team accordingly, highlighting the specific protection needs of women and men, children, youth and older persons, persons with disabilities, marginalized groups.
  • Work with host communities to identify opportunities for national civil society involvement in improving the protection of persons of concern.
  • Work with implementing and operational partners as well as with displaced and local communities to develop community-owned activities to address, where applicable, the social, educational, psycho-social, cultural, health, organisational and livelihood concerns as well as child protection and prevention and response to SGBV.
  • Assist in the analysis that identifies the capacities of communities of concern and risks they face.
  • Support participatory assessments by multifunctional teams and ongoing consultation with persons of concern.
  • Assist in planning and monitoring of programmes and budgets, with an AGD perspective
  • Build office capacity for community-based protection through training and establishing systems for community mobilization and participation of persons of concern.
  • Support communities in establishing representation and coordination structures.
  • Ensure community understanding of UNHCR’s commitment to deliver on accountability and quality assurance in its response.
  • Act as interpreter in exchange of routine information, contribute to related liaison activities and respond directly to routine queries.

  1. Authority
  • Contribute to the enforcement of participatory AGD sensitive analysis as an essential basis for all of UNHCR’s work.
  • Initiate AGD sensitive interventions at the appropriate level on community-based protection issues and to respond to protection concerns and incidents within the office, with external interlocutors, groups and individuals based on agreed parameters.
  • Identify and select which individuals or groups to prioritize for counselling and field visits based on agreed criteria.
  • Intervene with authorities on protection.
  • Enforce compliance of implementing partners with global protection policies and standards of professional integrity in the delivery of protection services.

  1. Essential Minimum Qualifications and Professional Experience Required
  • Completion of the Secondary education; Training/certificate in International Development, Cultural Studies, Human Rights, International Social Work, Social Science, Political Science, Anthropology, International Law or other clearly related disciplines is required.
  • Minimum of 6 years previous relevant job experience.
  • Computer skills (MS Office, including Excel, Word, PowerPoint, Access).
  • Fluency in English and working knowledge of another relevant UN language or local language.

  • Knowledge of Administrative/financial rules, procedures, processes in the context of UNHCR offices and Field operations.

The Protection Associate reports directly to the Associate Protection Officer and is under the overall supervision of the Senior Protection Officer.  He/she monitors protection standards, operational procedures and practices in protection delivery in line with international standards and provides functional protection support to information management and programme staff.

The Protection Associate is a member of the Refugee Status Determination (RSD) team.  S/he is responsible for supporting all activities related to the processing of refugee claims in the Operation.  He/she provides counselling to, and responds to queries from, asylum seekers and refugees regarding UNHCR’s RSD procedures, their rights and obligations, including towards the host authorities, and the status of the processing of their claims.  In discharging these responsibilities, the Protection Associate liaises closely with Registration, Resettlement, and other Protection staff.  She/he is responsible for conducting research related to RSD and maintaining the Operation’s local repository of relevant information, guidelines and standards.  S/he may also assist in drafting RSD Assessments.  The Protection Associate assists in compiling and analysing information related to the RSD activities of the Operation, and in drafting related correspondence and reports.

  • Conduct eligibility and status determination for persons of concern;
  • Stay abreast of legal, political, security and other developments which impact on the protection environment, and in particular, n protection delivery through RSD;
  • Assist in the development of RSD strategy of the operation and in the annual planning exercise;
  • Providing counselling to, and respond to queries from, asylum-seekers and refugees, including the notification of RSD decisions both positive and negative;
  • Provide counselling to, and respond to queries from, asylum-seekers and refugees, including in the context of the notification of negative RSD decisions;
  • Maintain accurate and up-to-date records and data related to all work on individual cases;
  • Assist in providing comments on existing ad draft legislation of relevance;

  • Systematically apply an age, gender and diversity(AGD) perspective in the performance of assigned functions;
