UNHCR staff member Andrew Harper reflects on what he witnessed when he met Congolese refugees arriving in Uganda by boat. Tens of thousands have fled across Lake Albert using canoes and overcrowded fishing boats, often carrying more than 250 people and taking up to ten hours to cross.
