Division of External Relations
drives efforts to generate empathy for refugees and encourage personal and public engagement in their favour. It maintains effective partnerships with governments, UN agencies, NGOs, Civil Society, and private sector to mobilize financial and political support and to build operational alliances for refugees and others of concern. It is also responsible for the global management of UNHCR’s records and archives.
Structure and Management
The Division of External Relations comprises five services and four sections that report directly to the Director.
The Resource Management Unit, within the Office of the Director, oversees the management of the division’s resources, including staffing, operational and administrative budgets.

Strategic Engagement Group
drives vision and global strategic leadership on integrated and aligned communications, engagement and fundraising. It provides clarity and decision-making on global communications/public engagement directions, awareness raising, campaigns and thematic priorities.

Communications and Public Information Service
generates and maintains media and public interest in the work of UNHCR, and coordinates proactive and reactive media relations by ensuring consistent, focused and strategic communications in line with UNHCR’s operational goals. The Head of Service is also the spokesperson for the High Commissioner.

Donor Relations and Resource Mobilization Service
leads UNHCR efforts to maximize resources from governmental and intergovernmental donors. DRRM supports operations advising on relational and technical aspects, on pooled funding opportunities and inter-agency appeals. It supports the resource allocation process through funding analyses. It produces the Global Appeal and Global Report, supplementary appeals and other publications for donors and maintains the Global Focus website.

Partnership and Coordination
brings together two previously separate entities: the Inter-Agency Coordination Service (IACS) and the Partnership Section.

Private Sector Partnerships Service
Seeks and maintains strategic relations with private sector entities to identify financial resources and establish non-financial partnerships. Working together with Bureaux, operations, other communication stakeholders and National Partners, it promotes support and engagement with the general public.

Records & Archives
maintains the institutional memory of UNHCR by supporting recordkeeping and leading the implementation of the electronic records management system e-SAFE. RAS also manages access to UNHCR's archives and is responsible for bulk reproduction services at HQ.
