structuresCoordination structures vary according to resources, context, and scale, but there are common elements to most responses under the RCM. For example, UNHCR Representatives serve as Refugee Coordinators, leading countrywide refugee responses in support of national authorities. Inter-sector coordinators lead inter-sector working groups, which ensure a coherent, clearly articulated refugee response that reflects sector strategies and goals. Sector working groups bring together actors in specific, technical fields such as Protection, Food Assistance, and Health, to ensure the timely, standards-based delivery of support to refugees and host communities. This chapter focuses on those functions, primarily by providing guidance samples from the field.
