    3. Cut the Director-General out of the loop for creating OPCW "special missions" like FFM, TAV, RRAM, and IAU by giving the Conference of State Parties (CSP) and/or Executive Control (EC) control over them.

    J-3 avant la Convention sur l'interdiction des armes chimiques. Le 7/04, 75 pers furent tuées par armes chimiques à Douma, la 4e attaque en 15j. Ajd les inspecteurs OIAC n'ont pas pour mandat d'identifier les responsables. Nous croyons que cela doit changer.

    J-2 avant la Convention sur l'interdiction des armes chimiques. Halabja fit face à la pire attaque aux armes chimiques contre des civils de l’histoire. 5000 pers sont mortes immédiatement. On pense que cette attaque a utilisé du tabun, sarin & gaz moutarde.
