    1 in every 10 cigarettes is illegal. This means that governments can’t track where the cigarette comes from, and if the products comply with local tobacco laws. The Protocol for Illicit Trade like those signed by are essential for tobacco control.

    Instead of health systems focused on treating sick people in hospitals, we need health systems focused on keeping people healthy and out of hospitals, where the costs are greater and the outcomes are often worse.
