    In fact, UNHCR policy is quite clear: "Persons rescued or intercepted at sea cannot be summarily turned back or otherwise returned to the country of departure, including in particular where to do so would deny them a fair opportunity to seek asylum."

    Does anyone know roughly what proportion of the migrants in detention in Libya are unable to repatriate because (a) they don't have the necessary documents; (b) their country of origin will not readmit them? and (c) what proportion simply don't want to return? Thanks.

    My impression is that the refoulement issue has been conveniently swept under the carpet when it comes to the interception and return of foriegn nationals. Has anyone come out with an authoritative statement on this?

    This will raise some thorny issues for the EU (and to a lesser extent UNHCR & IOM) about whether the interception & return of Libyans to their own country constitutes refoulement.

    Absolutely deplorable that the Israeli Govt is sending in bulldozers to demolish the Palestinian Community at Felan al-Ahmar and then build a new illegal settlement for Jews at the location. Disgraceful that the UK approves the EU and USA support for this denial of human rights!
