    In its purpose to outlaw discrimination, the Fair Housing Act was successful. As for its other purpose, to promote an integrated society, not so much. Was it a failure of public policy, or that of our society's deeper stubborness?

    In 1924 the first government introduced the Wheatley Act, constructing over 500,000 publicly owned houses at controlled rents. These were the first houses to have compulsory indoor toilets - before this, outdoor communal toilets were used. 🚽
