教育は、若い難民が生活を立て直し、その技術や知識を新しい環境の中で活かしてゆく上で不可欠なものです。1951年の難民条約や国際人権諸条約において、教育を受ける権利は基本的人権のひとつと謳われており、難民が教育を受ける機会を確保することはUNHCRの優先事項の一つとなっています。
UNHCRは、2007年に関西学院大学と協力して難民高等教育事業を立ち上げ、その後、青山学院大学、明治大学、津田塾大学、創価大学、上智大学、明治学院大学、および聖心女子大学の各パートナーと特色ある協力関係を広げつつ、難民高等教育事業を実施してきました。また、事業の拡大と、変化する難民の状況に対応すべくUNHCRは、2016年より日本の公式支援窓口である国連UNHCR協会と協力して事業を共同実施しています。
パートナー校、国連UNHCR協会とUNHCRは、日本に居住する難民に対し、教養と専門性を身に付けるための質の高い教育を提供し、将来、日本や母国、また国際社会において平和の構築や社会の発展に貢献する人材を育成するという関心を共有しており、その観点から本事業を実施してきました。これまで、44名の難民が本事業を通じて高等教育を受け、2017月4月までに20人が卒業しました。
【2018年度募集について】
期限内に応募書類を提出し、書類選考を経た候補者を対象に、筆記・口述試験及び面接が行われます。また、その後UNHCRが最大11名の候補者を、その適性と関心を踏まえ、申し込みを行った言語に基づき、最も適していると考える大学に推薦します。
出願書類は、2017年6月28日(水)から同年8月4日(金)まで受け付けます。出願書などは下記のリンクからダウンロードできます。出願手続きは公開される方法によるものとし、定められた方法以外の形でされた出願に関しては受け付けません。

Refugee Higher Education Program (RHEP) 2018
Education is essential for preparing young refugees to rebuild their lives and to enable them to contribute their skills and knowledge to their new environment. The 1951 Refugee Convention and other instruments related to international human rights assert that education is a fundamental human right. Ensuring access to education by refugees is one of UNHCR’s priorities.
In 2007, UNHCR began the implementation of RHEP in partnership with Kwansei Gakuin University (KGU). Since then, Aoyama Gakuin University (AGU), Meiji University (MU), Tsuda University (TU), Soka University (Soka), Sophia University (Sophia), Meiji Gakuin University (MGU) and University of the Sacred Heart, Tokyo (USH) have joined to programme with a mutual commitment to providing high quality education in specialist fields, to facilitate the development of refugees in Japan into people who can contribute to the peace-building and social development of Japan, their countries of origin, and international society in the future. Further, in order to respond to the growing programme and the changing circumstances faced by refugees, from 2016, UNHCR is implementing the RHEP in partnership not only with universities but also with Japan Association for UNHCR. Since the inception of the programme, 44 refugees have been able to study under the programme and 20 students have successfully graduated as of April 2017.
【Regarding the 2018 Application Process】
Candidates whose documents are received by the application deadline will undertake a written test and an interview. UNHCR will then recommend up to a maximum of 11 candidates to the most appropriate universities, based on the qualifications and interests of the refugees, as well as the language in which they wish to qualify to enroll.
Application documents will be accepted from Wednesday 28 June to Friday 4 August 2017 and are available from the links below. Prospective candidates are asked to follow to the prescribed procedures. Applications which fail to follow the prescribed procedures will not be accepted.

IMPORTANT NOTE: Courses are taught solely in Japanese for Aoyama Gakuin University, Tsuda University, Soka University and University of the Sacred Heart, Tokyo. For application guides for these universities, please refer to the Japanese page.
