    This is the key point actually. And not rocket science. Many governments boast of having criminalized torture, yet it continues. Until interrogators fear prosecution if they keep torturing, they won’t stop their brutal “old ways”.

    “It’s not enough for countries merely to say they oppose torture. That's the easy part” says . “Only once interrogators who torture know they'd be prosecuted will they have the incentive to stop this abominable and useless practice".
