As of 29 November 2013, DSWD places the number of persons affected by Typhoon Haiyan at 14.77 million. The overall number of displaced persons still stands at over 4 million. 1,084 evacuation centres in affected areas continue to host 218,492 individuals. More than 3.88 million people remain displaced outside evacuation centres, some of whom are seeking shelter with friends and relatives in different parts of the country, or seeking refuge in makeshift shelters in spontaneous settlements.

 

The Initial Rapid Assessment (MIRA) has identified the management of displacement as one priority along with the provision of food assistance, shelter requirements, recovery of livelihood, and restoration of WASH, education, health, protective and other community services. In this context, CCCM seeks to expand its reach and continues to roll out the Displacement Tracking Matrix (DTM).

 

DSWD is engaged closely with CCCM related activities, and a DSWD focal point participates actively in CCCM meetings.

 

In Tacloban, DTM roll-out continues in support of ongoing DSWD assessments. It was found that camp sites are poorly managed and there is an urgent need for camp management capacity. Approximately 50-60% of people in Tacloban need basic repair material. 83% of people want to remain in/return to their barangay of origin. In Guian, a tented settlement has been established with a CCCM officer covering camp management and camp coordination. 210 families received NFIs (nails, blankets, buckets, mats) along with ACTED tents in the Girpolos municipality. Furthermore, the Cluster distributed 40 family shelter kits in an evacuation centre in Guiuan, donated by the Filipino private sector. In Capiz Province,  evacuation centres have functional day shelters for families, allowing IDPs to keep living there, while also restarting education activities.

 

A CCCM orientation and training for evacuation centre managers is planned to take place in Cebu over the next two days. Although conditions in evacuation centres are improving, overcrowding is an issue at certain evacuation centres, notably in Roxas, where 67% of sites were found to be overcrowded. Initial DTM data also indicates that 84 per cent of children have not yet returned to school. DTM intends to cover 66 municipalities in Tacloban, Guiuan, and Ormoc, of which approximately one quarter have been covered so far. CCCM is looking for partners to expand the capacity and reach of DTM to all affected municipalities in the path of Haiyan. Interested partners are encouraged to approach the CCCM cluster.
