UNHCR, the UN Refugee Agency’s, role in Trinidad and Tobago is to conduct and coordinate interventions and activities for the protection of asylum-seekers and refugees, and seek durable solutions for this population. To fulfill its mission, UNHCR in Trinidad and Tobago works closely with its implementing partner, Living Water Community, who plays an essential role in ensuring refugees remain in Trinidad and Tobago with dignity.

Living Water Community

Living Water Community (LWC) is the implementing partner of UNHCR in Trinidad and Tobago. UNHCR works with LWC to ensure that asylum-seekers and refugees have a dignified stay in Trinidad and Tobago. LWC undertakes the reception of asylum claims and facilitates the registration of asylum-seekers with UNHCR. LWC also provides assistance with local orientation and information regarding housing, health, education, documentation, security and other social services to asylum-seekers and refugees.

Refugee Unit, Immigration Division of Trinidad and Tobago

The National Policy to Address Refugee and Asylum Matters in the Republic of Trinidad and Tobago was adopted by Cabinet in June 2014. The Policy provides for a phased approach to develop a national refugee status determination (RSD) mechanism and to govern the transition of responsibilities for RSD procedures from UNHCR to the Government of Trinidad and Tobago. Within the framework of the Policy, the Refugee Unit of the Immigration Division was created and Standard Operating Procedures and legislation are being drafted.

The Refugee Unit works in close coordination with UNHCR and LWC to ensure that asylum-seekers and refugees are also registered with the Government, facilitates local integration in accordance with the current legislative framework, when applicable, liaises with other authorities to confirm the asylum-seeker or refugee status, and raises awareness about the situation of refugees and asylum-seekers in Trinidad and Tobago.
