Capacity building responds to IDP influx in Iraq

The office of the Coordinator – Northern Iraq through UNHCR Field Unit organized Camp Coordination / Camp Management training that targeted actors directly involved in the camp management activities, namely UN agencies representatives, government, refugees, IDP representatives, host community and I/LNGO representatives in the three governorates of Erbil, Dohuk and Sulaymaniyah. These trainings took place from 10th August to 5th September, 2014.

These trainings took place in response to the recommendation that was made during a Consultative Meeting of 2nd April, 2014. In their recommendations, they echoed the urgent need for capacity building to various actors in the area of camp coordination/ camp management. Also, the recent influx of IDPs in various parts of Iraq had necessitated the capacity building need in the management of all population groups.

Erbil

The first training took place in Erbil from 10th to 12th August, 2014. Participants were Government officials, Camp Administrators, Assayish, Police and refugee representatives.

During his opening remarks, Mr. Songwa, Senior Field Officer, expressed his pleasure to see a long awaited training taking place as this was the busiest period of the operation ever with the influx of IDPs as well as with security proving to be challenging. He reminded participants of the role they played by ensuring this training was organized based on their recommendations in the Consultative meeting.

Mr. Songwa also thanked Ms. Mai Barazi who travelled all the way from the US to come to Kurdistan Region in order to help the operation with this important training as well as the two trainers Mr. Hogr Qadil and Mr. Kamaran Ali for participating as facilitators.

Ms. Rasheed, ERC Coordinator, urged participants to pay attention and come out of the training as better managers and administrators of refugee and IDP operations, motivating them they will become able to overcome most challenges in a professional manner.  She reminded the participants of the challenges in the running of camps that need skilled and knowledgeable people, which she believed the training was meant to offer. 

At the end of the two trainings the two senior officials awarded certificates to the trainees and officially closed both successful trainings.

A second Camp Coordination Camp Management training was conducted in Erbil governorate from 17th - 19th August, 2014. It was attended by UN agencies’ staff, partners, camp managers and those managing IDP operations. In his opening remarks and at the CCM meeting, the camp administrator for Basirma commended UNHCR for organizing what he called a timely and relevant training which he found very useful.

SULAYMANIYAH

The third training took place in Sulaymaniyah with government officials, UN agencies staff and staff representing international and local agencies participated. Mr. Kahin Ismail, Head of Field Office, urged participants to take the training seriously as the knowledge and skill of managing camps was crucial at this moment, thinking of the recent influx of IDPs and the presence of refugees.

The team of trainers, Ms. Mai Barazi and Mr. Hogr Qadil, went on mission to Sully and Dohuk in order to facilitate trainings to the participants of these two offices from 29th August to 5th September, 2014.

DOHUK GOVERNORATE

With the last training taking place in Dohuk, the majority of participants were representing Dohuk Refugee council, UNHCR, KURDS and Danish Refugee Council. Although fewer participants than expected turned up, the training was very interactive with government representatives taking an upper hand in discussions and useful deliberations.

The overall goal of the Camp Coordination and Camp Management (CCCM) Cluster is to improve living conditions of displaced persons. The Global Cluster provides a sufficient number of trainers to assist with ongoing capacity building initiatives for national authorities and partners.
Country missions respond to capacity building requests at national level and liaise with the Global Cluster where support is needed.
