Coordinating Assistance to Transitional Sites in the Philippines

In the Philippines, the CCCM Cluster was first activated in response to the 2007 Typhoon/Floods and was subsequently reactivated in 2009 following Typhoon Ketsana. Co-led by the Department of Social Welfare and Development (DSWD) and IOM, the CCCM Cluster was rolled out in 2011 and 2012 at both national and regional levels in Central Mindanao, Cagayan de Oro, and Iligan Cities (Region 10). The cluster continues to be active in response to the Typhoon Bopha emergency in the Davao and CARAGA regions.

The CCCM Cluster coordinated assistance to displaced families staying in evacuation centers and transitional sites for both the TS Washi and Typhoon Bopha emergencies. For the latter emergency in which 973,207 persons were displaced, the response included spontaneous settlements, in which a majority stayed. The response in Region 10 pioneered IDP movement planning, prioritizing transfers to better living conditions for the most vulnerable households and closure for camps with the worst living conditions. As of September 2012, there were 13,801 individuals living in 37 displacement sites in Region 10. By the end of the year, there was just one tent city left, whose residents preferred to transfer directly to permanent shelters. The rest were 25 transitional sites including 6 bunkhouse sites, 11 “amakan” house sites, and 8 alternative transitional sites – unused buildings refurbished to accommodate IDPs. In total, only 4,503 individuals in Region 10 remained displaced at the end of 2012.  Camp management committees were organized in all sites hosting IDPs for prolonged periods. These committees participated in the management of evacuation centers and transitional sites. 

CCCM and DTM trainings were conducted for DSWD national and local staff in the National Capital Region, Region 6, Region 7, Region 10, and Region 11 in response to Typhoon Bopha, Tropical Storm Washi, Visayas Earthquake, and monsoon flooding.   Moving forward, the Cluster faces the challenge of expanding CCCM capacities to cover two regions and 16 municipalities for the Typhoon Bopha response, and adapting data collection tools for IDPs in spontaneous settlements.
