Strengthening Capacity: ECHO and CCCM

 

ECHO funding to strengthen CCCM coordination and response capacity.

Through the 18-month ECHO funded project, “Enhancing coordination of camp management and camp coordination interventions in emergencies,” the Camp Coordination and Camp Management (CCCM) Cluster is working to strengthen coordination and response between its cluster partners, UNHCR, IOM and NRC. The Cluster has been actively engaged in updating CCCM tools, information management systems, training packages and improving Cluster surge response capacity. The main activities of the ECHO funded project will lead to the development of new practices and approaches to improve the understanding of and response to multiple and preventative displacement situations. These activities can be grouped within six main areas as follows:

  • Training. CCCM has been regularly updating training packages, developing new modules and conducting trainings globally in Algeria, Mauritania, Mali, Pakistan, Myanmar, DRC, Turkey, Iraq, Lebanon, Syria and Jordan. Two Training-of-Trainers will be conducted to build the capacity of experienced CCCM practitioners.

 

  • Tools. A strong emphasis has been put into the development of new information management tools for the Cluster. Some of these tools include a new CCCM website, online CM Toolkit and training packages, e-Learning platform, data tracking matrix, and joint IDP profiling services.

 

  • Camp Management Toolkit. The CCCM Cluster is utilizing a consolidated approach to update the CM Toolkit with new practices and developments by reflecting key insights and best practices that come from trainings and innovative information management tools. The CM Toolkit will be a state of the art humanitarian tool that has in-hand, online and offline capabilities. The Toolkit will act as a living document for field missions to provide input on an online platform that can be accessed offline.

 

  • Rapid Response Team. A Rapid Response Team (RRT) was developed to support CCCM field operations and improve the Cluster’s ability to deliver predictable and timely coordination and services. The RRT team consists of four experts and is hosted by the Global Cluster lead agencies, IOM and UNHCR, to support CCCM emergency responses and other Global CCCM Cluster activities. The RRTs provide support by collating best practices, providing regular technical field support, developing policy and assisting in CCCM Cluster setup. Technical deployment locations include: DRC, South Sudan, Somalia, Chad, Mauritania, Mali, Niger, Mozambique, Botswana, Syria, Jordan, Lebanon, Iraq, Turkey, Myanmar, Philippines and Haiti.
