Learning Programmes

The Protection Cluster Coordination Learning Programme is an initiative led by the GPC Learning Task Team. The Protection Cluster Coordination Learning Programme aims to assist in building the protection coordination capacity of participants in field protection clusters. The intended audience for the Learning Programme is the participants in the country-level protection cluster, including government counterparts, staff from international, national/local civil society organizations and UN agencies.

The overall objective of the Protection Cluster Coordination Learning Programme is to enhance participants’ skills and knowledge across the following areas:

  • Humanitarian Reform and Implementation of the Cluster Approach
  • Normative Framework and Definition of Protection
  • Presentation of the Global Protection Cluster
  • Protection Analysis Tools
  • Protection Strategy Development
  • Communication and Presentation Skills
  • Effective Coordination Skills

The Protection Cluster Coordination Learning Programme comprises a self-study phase and a four-day workshop, including a full-day context-specific simulation exercise. An additional day may be added to focus specifically on protection in natural disaster situations.

For 2012, the Protection Cluster Coordination Learning Programme at national level was  implemented in Mindanao, the Philippines, from 27 to 31 August 2012.  A second Protection Cluster Coordination Learning Programme at sub-regional level will be delivered in French in Dakar, Senegal, in October.

The Coordination and Leadership Learning Programme, the successor to the UNHCR tri-cluster training, was developed and piloted in 2011, to prepare UNHCR staff members to work in protection, shelter and camp coordination & camp management clusters and other inter-agency coordination mechanisms. Participation to Coordination and Leadership Learning Programme is also open to non-UNHCR staff from partners engaged in inter-agency coordination.

The Coordination and Leadership Learning Programme includes an assessed self-study phase, an on-line community of learning, individualised coaching and a workshop component as well as post-workshop follow-up activities. The blended format strengthens learning, retention and application as well as provides flexibility for participants.

The Coordination and Leadership Learning Programme integrates in one comprehensive course technical cluster knowledge, skills and attitudes along with the 'soft skills' (e.g. communication and meetings, negotiation, presentation, self-awareness and collaborative approach, etc.), which are necessary to deliver effective cluster coordination.

The Coordination and Leadership Learning Programme comprises five components:

  1. Eight-week self-study phase, including an on-line MBTI (Meyers Briggs Type Indicator) assessment and 1 hour of telephone feedback with an external coach on the MBTI.
  2. On-line assessment of content contained in the self-study module. You must pass the assessment i.e. answering at least 75% of the 20 questions correctly to participate in the workshop component of the programme. You will have two attempts at the assessment.
  3. Five and a half-day workshop.
  4. Action plan and up to 3 hours of individual (phone based) coaching to help you implement your action plan.
  5. On-line community in Learn and Connect.

This course is entirely designed and delivered by the Global Learning Centre of UNHCR in collaboration with UNHCR-led global-level protection, shelter and camp coordination and camp management clusters.
