HLP Area of Responsibility

Within the humanitarian coordination system, the Norwegian Refugee Council (NRC) is the globally designated Focal Point Agencies for Housing, Land and Property (HLP). The HLP Area of Responsibility (AoR) was established in 2007. The HLP AoR brings together non-governmental organizations, UN agencies, academic institutions working at global and country levels to address HLP issues in humanitarian crises.

The overarching goal of the HLP AoR is to facilitate a more predictable, accountable and effective HLP response in humanitarian emergencies.

In line with the Principles of Partnership, the HLP AoR operates as an open and inclusive forum with the view to benefit from the wide range of expertise within the HLP community of practice. If you are interested in learning more or contributing to the HLP AoR, please write to the global HLP Coordinator (contacts below).

At the country level, HLP forms part of the Protection sector response in emergencies and a dedicated HLP coordination mechanism is usually integrated in field-based protection clusters. HLP working groups facilitate the coordination of specialist HLP interventions and ensure that HLP issues are effectively taken into account in other relevant sectors of humanitarian assistance.

For examples of HLP issues and response interventions in different emergency settings, check the following countries: Afghanistan, Burundi, Colombia, Côte d’Ivoire, Democratic Republic of Congo, Ethiopia, Georgia, Haiti, Kenya, Kyrgyzstan, Liberia, Libya, Mali, Mozambique, Myanmar, Pakistan, Philippines, Somalia, South Sudan, Sudan, Uganda, Yemen.
