Through the tripartite agreement, the government of Kenya, Somalia and UNHCR plan to repartriate all Somali refugees in Dadaab back to Somalia. This is supposed to be a voluntary process. The shelter cluster partnters operating is Somalia come together and drafted this response plan to help assist the returning refugees better reintegrate in Somalia.
