Problem Statement
The Government of Niger ratified the Kampala Convention in May 2012 and needs to incorporate its standards, which draw on the Guiding Principles, into the national legal framework.
Objective
Use the occasion of the 20th anniversary of the Guiding Principles and the upcoming 10th anniversary of the Kampala Convention to advocate and support the development and adoption on a national IDP law, bringing IDPs into the process.
Activities
- Training (including advocacy with national authorities in Niamey and Diffa on the law-making process and on the domestication of the Kampala Convention).
- National consultations (including meetings with protection cluster groups, donors and other stakeholders in Niamey and Diffa; consultations with IDPs and host communities).
- To draft the national law (including the creation of a Committee, the deployment of an expert and the drafting of the law).
- Presentation of the draft law to the National Assembly (including the presentation of the draft law and its analysis, a workshop with deputies in Niamey and dissemination among protection cluster groups in Niamey and Diffa).
