Global Protection Cluster Support Missions
Since its inception, the Global Protection Cluster (GPC) has undertaken several support missions notably to Afghanistan, Colombia, Côte d’Ivoire, Haiti, Namibia, Nepal, Pakistan, the Philippines, South Sudan, Sudan and Yemen. These missions have all been at the request of field protection clusters or the Cluster Lead Agency. The missions have been well received and are viewed as an important practical method to strengthen linkages between the GPC and Field Protection Clusters.
GPC Support Missions do not have an oversight or evaluation remit. They are deployed for the sole purpose of providing added value support to field protection clusters. The rationale for a GPC Support Mission is to assist national and sub-national humanitarian protection actors at the country level to achieve a humanitarian response of the highest quality possible, by strengthening intra-cluster as well as inter-cluster coordination, protection strategic planning, effective protection programming and service delivery methodologies. The overall objective of a GPC Support Mission is to enhance field protection cluster performance. A GPC Support Mission will only proceed if it is clear that a mission requested at the particular time would add value to the working methods and activities of a field protection cluster.
There are three types of GPC support missions:
- Multi-Functional Support Mission comprises a multi-functional GPC team which provides broad intra-cluster support on general issues related to the implementation of the cluster approach. This type of mission provides a joint, external overview of the situation, leading to joint recommendations for strengthening the protection response, with a particular emphasis on cluster coordination structures.
- Technical Support Mission comprises specialists who are deployed to a field protection cluster in order to provide technical assistance that is not easily available in the country of operation.
- Cluster Leadership and Coordination Support Mission comprises one or two individuals working at the global level who are deployed to a country operation in order to provide cluster implementation guidance and advice to field protection clusters, cluster lead agencies, focal point agencies for areas of responsibilities.

The GBV AoR Regional Emergency GBV Advisors (REGA) and the Rapid Response Teams (RRT) mechanisms were initiated to respond to the identified need for stronger GBV capacity at the country level.The REGA and the RRT deploy senior GBV technical experts as inter-agency resources to strengthen country level humanitarian responses. The RRT and REGA represent the GBV AoR membership and strive to play a catalyzing role in ensuring comprehensive GBV programming and coordination.
They provide support to UN leadership for GBV prevention and response by working closely with UN HCTs, GBV sub-cluster coordinators and members, including national partners, NGOs and INGOs. Ultimately, the REGA and the RRT aim to ensure that GBV concerns are raised and analyzed in needs assessments translating into adequate GBV humanitarian programming from the very beginning of the humanitarian response, including GBV targeted action and integrated programming into the overall response.
