VACANCY: Needs Assessments and Analysis Specialist for the GCCG

The Emergency and Rehabilitation Division (TCE) is responsible for ensuring FAO’s efforts to support countries and partners in preparing for and effectively responding to food and agricultural threats and crises. It is responsible for coordinating the development and maintenance of corporate tools and standards to enable Decentralized Offices to assist member countries to prepare for, and respond to emergencies. TCE ensures humanitarian policy coordination and knowledge, liaison with the Inter-Agency Standing Committee as well as with humanitarian resource partners, co-leadership with World Food Programme of the global Food Security Cluster, organizational preparedness, surge capacity and response to large-scale emergencies. TCE supports food and nutrition security assessment and early warning activities related to emergency and humanitarian analysis and responses and plays a major role in the development and leadership of the Organization’s programme to increase the resilience of livelihoods to food and agriculture threats and crises (SO5). A solid collaboration on data collection and analysis with the Vulnerability Analysis and Mapping Unit of WFP is also key for global Food Security Cluster.
Following the commitments taken in the Grand Bargain, and in particular Workstream 5 that appeals for increased joint and transparent assessments and analysis of needs, the global Food Security Cluster has received funding on behalf of the Global Cluster Coordinators Group (GCCG) to contribute to the process of improving Intersectoral Needs Analysis at field level.

 

Reporting Lines
 
Day to day management will be the responsibility of the head of the global Food Security Cluster Coordinator. Overall technical guidance will be provided by the Global Cluster Coordinators Group and the Joint Intersectoral Analysis Group.
 
Technical Focus
 
Support the implementation of an inter-agency needs analysis platform that can be used in different country contexts.
 
 
Tasks and responsibilities
 
  • Conduct broad partners consultations and an evidence base research to seek existing related tools and guidelines
  • Establish a common inter-sectoral analysis framework including adaptations for sudden onset and protracted emergencies – building on existing guidance and tools with new adaptations (e.g. building on analytical framework in MIRA guidance and other existing tools);
  • Develop a conceptual framework and protocols/SOPs describing the “how” to jointly analyse inter-sectoral data;
  • Unpack the inter-sectoral severity concept and develop an appropriate severity scale (of unmet needs) to support joint inter-sectoral analysis within the framework.
  • Consolidate the overall guidance package and documentation covering the tools, methods and process needed to undertake joint inter-sectoral analysis.
  • Proactively contribute to preparing progress and technical reports and other information and advocacy products to be shared with the Global Cluster Coordinators Group, the wider Joint Intersectoral Analysis Group (JIAG) and the donor;
  • Test and rollout the framework in at least 3 crises, in collaboration with other ongoing similar initiatives such as WFP VAM Basic Needs Work and Save the Children led MPC Consortium
  • Develop a capacity building strategy to assist in the institutionalization of the package;
  • Undertake travel, when needed, for consultations and/or to represent the GCCG, JIAG and/or provide technical guidance to the piloting of the Joint Analytical Framework in country;
  • Participate in JIAG meetings and other technical meetings as requested;

Minimum Requirements
  • Advanced university degree in statistics, economics, relevant social or natural sciences, or other related discipline relevant to the mandate of the Organization; 
  • Minimum of 5 years of proven knowledge and experience in post disaster emergency and rehabilitation assessment and programming, cluster/sector coordination, and other relevant technical experience;
  • Working knowledge of English and French.

Technical/Functional Skills
  • Able to work under pressure and adapt to an evolving and complex humanitarian context and within multidisciplinary and different cultural background teams;
  • Ability to assess damages and needs in the field and formulate appropriate response options;  
  • Good knowledge of the Integrated Phase Classification of Food Insecurity (IPC) methodology and process;
  • Familiarity with or training in the following assessment phases and tools: MIRA, detailed/sector-specific needs assessments (household food security/livelihood, livestock, seeds, fishery, forestry), market analysis (e.g. EMMA or MIFIRA), Post Disaster Needs Assessment (PDNA) and/or Damage and Loss Assessment (DaLA), Recovery and Peace Building Assessment (RPBA);Joint Assessment Monitoring (JAM), Needs Assessments in Refugee Emergencies (NARE), UNHCR Participatory Assessment Tool, Education in Emergencies Needs Assessment Toolkit (Global Education Cluster), Child Protection Rapid Assessment (Global Protection Cluster)  and Livelihood Recovery Assessment (LRA), Health Cluster Standards for Public Health Information Services (PHIS) in Activated Health Clusters and other Humanitarian Health Coordination Mechanisms;
  • Experience in formulation, coordination, implementation, data analysis and interpretation, and reporting for assessment  and analysis processes;
  • Experience in performing response analysis and intervention formulation;
  • Experience in coordinating a large number of stakeholders;
  • Excellent communication skills, both verbal and written;
  • Effective team leadership and decision making skills with strong individual planning capacity;      
  • Knowledge of humanitarian principles.
