The UNHCR operation in Niger would like to thank all donors for the confidence and support they provided in 2014. The beginning of the new year reminds us to make an assessment of the situation. Economic difficulties in some donor countries, multiplication of large-scale humanitarian crises worldwide, an – as it seems – almost forgotten Malian crisis with little prospects for a positive development, while the displacement crisis in north-eastern Nigeria has yet to be translated into real mobilization: for UNHCR in Niger this situation has led between 2013 and 2014 to a reduction of 29 % of its available funding! At the same time its beneficiary population increased by 140 %, from 60.000 to 145.000 persons.
For 2015, the prospects are unlikely to improve. Among the four major donors of UNHCR, two have already announced a substantial reduction of their contribution. A third ended its direct support altogether. The reduction in funding imposes on us to adapt, to work differently and find innovative solutions. Positive dynamics can and may arise from it. The free choice and dignity of the individual refugee will remain at the center of reflection; providing emergency assistance while achieving durable solutions is the course to maintain.

En ce début d’année, l’opération de l’UNHCR au Niger remercie l’ensemble des donateurs pour la confiance et le soutien qu’ils lui ont apporté au cours de l’année 2014. Mais en ce début d’année, l’heure est aussi au bilan. Difficultés économiques des pays donateurs, multiplication des crises humanitaires de grande envergure, crise malienne oubliée alors que les perspectives d’une évolution positive tendent à s’éloigner, crise nigériane qui ne s’est pas traduite pour l’instant par une réelle mobilisation : pour l’UNHCR au Niger cette situation s’est traduite entre 2013 et 2014 par une réduction de 29% de ses fonds alors qu’en même temps sa population cible augmentait de 140 %, passant de 60,000 à 145,000 personnes.
Pour 2015, les perspectives ne sont pour l’instant guère meilleures. Parmi les quatre principaux bailleurs de l’UNHCR, deux ont déjà fait état d’une réduction de leur contribution. Un troisième a mis fin à son soutien direct. Pour autant, la réduction des financements imposent de s’adapter, de travailler autrement et de trouver des solutions innovantes. Des dynamiques positives peuvent et doivent en découler. Le choix et la dignité des réfugiés au centre des réflexions, assurer une assistance d’urgence tout en concrétisant les solutions durables : tel est le cap à maintenir
