How are religious group leaders, who are perceived by the authorities as having become too political, treated by the authorities, e.g. Buddhist leaders, or other religious group leaders e.g. Protestant groups or those in so-called "home-based religions"? 8. Do local authorities at times act arbitrarily at the local level regardless of directions from the central authority?
