In correspondence dated 16 August 2006, a representative of the Embassy of Algeria in Ottawa indicated that when [translation] "minor child travels with his or her non-divorced mother, paternal authorization is required." The Web site of the Embassy of Algeria in Ottawa states that paternal authorization is valid for three months, starting on the date of issue (n.d.a.), and that it is issued to

[translation]

any registered Algerian who applies for authorization for minor children to travel alone or accompanied by another adult. The father, who may be required to report to the consular service, must submit a file containing the following documents:

- a handwritten application

- a completed copy of the required form

- the family booklet

- a recent photograph of the child (Algeria n.d.a)

The Web site of the Embassy of Algeria in Ottawa also indicates that a divorced woman living abroad who wants to travel with her children is not required to present paternal authorization if she has custody of the children and the children live with her (n.d.a). However, in order to leave the country, she must present [translation] "a document certifying the family relationship, proof of residence abroad, a copy of the decree of divorce giving her custody of the children, and evidence of the child's regular presence abroad (a document indicating temporary residence in the other country or attendance at school)" (Algeria n.d.a.). No information on the documents that a parent who wants to travel abroad with his or her minor child must present in the absence of or without consent from the other parent or on the procedures that such parents must follow could be found among the sources consulted by the Research Directorate within the time constraints for this Response.

According to the Web site of the Embassy of Algeria in Ottawa, minor children aged 15 years or more can obtain their own passport (n.d.b). However, children under the age of 15 must be registered on one parent's passport (Algeria n.d.b). To register a child on the father's passport, he must produce a birth certificate and two recent identical photographs of the child (ibid.). To register a child on the mother's passport, she must produce paternal authorization in this regard, in addition to the aforementioned documents (ibid.). A child under the age of 15 can be issued a passport if he or she is travelling alone (ibid.). The documents required to apply for a passport for a child under the age of 15 are as follows:

[translation]

- a birth certificate of the child, unless the document is already part of the parent's file

- four recent identical photographs of the child

- paternal authorization for the child to be issued an individual passport

- a certified cheque or money order in the amount of [CAN$95.00], made out to the Embassy of Algeria in Ottawa

- a prepaid envelope for the return of documents, (protected courier services are at the applicant's discretion and cost)

- the father's registration card, or the mother's registration card in cases where she is the principal registrant

- a duly completed copy of the form provided by consular services, available on the [Web site of the Embassy of Algeria in Ottawa], that is dated and signed (to avoid any error in transcription, [the applicant] is asked to write in the family and given names of the child in Arabic in the appropriate space). During an 18 August 2006 telephone interview, the representative of the Embassy of Algeria in Ottawa said that in Algeria, passports are issued by the Ministry of the Interior (ministère de l'Intérieur). He added that applications are accepted and passports are issued by the daïras (subprefectures) and the wilayas (prefectures) (Algeria 18 Aug. 2006).
