Pursuant to the provisions of the international treaties to which Portugal has acceded - 1951 Geneva Convention and the Additional Protocol of 31 January 1967 - refugees and stateless persons must be accorded the same treatment with respect to public relief and assistance as nationals; it is therefore hereby ordered that in the matter of sickness benefits they shall receive, in respect of medical care and medicaments, the same benefits as the Portuguese population in general.

It is likewise ordered as follows:

1. Stateless persons, refugees and candidates for refugee status shall be entitled to medical care and medicaments under the conditions specified in the order issued by the Minister for Social Affairs on 20 July 1978 published in the Diário da República, Second Series, No. 173, of 29 July 1978.

2. For purposes of establishing the status of refugee or the fact that a person is a candidate for that status, the person concerned shall produce a special identity card issued by the Ministry for Home Affairs in the first case and, in the second case, a provisional residence permit and an aliens identity card.
