During an 11 March 2009 telephone interview with the Research Directorate, an official at the Embassy of Rwanda in Ottawa outlined the procedure that Rwandans living abroad must follow and the documentation required in order to obtain a Rwandan passport:

Send a passport request letter to the Director General of Immigration and Emigration;

Submit a duly completed passport application form;

Present two valid pieces of identity proving legal status in the country of residence;

Provide two passport photos;

Provide the names of three references in Rwanda;

Show proof of payment of 120 Canadian dollars to the Embassy of Rwanda. (Rwanda 11 Mar. 2009)
The Official at the Embassy of Rwanda stated that the date and place of issue are provided in the passport, but that information about the passport holder's place of residence is not provided (ibid.). During a 6 April 2009 telephone interview, the embassy Official added that Kigali is the only place of issue mentioned in Rwandan passports (Rwanda 6 Apr. 2009).
