Information additional to that provided in Responses to Information Request ETH20609.E of 18 May 1995 and ZZZ22809.E of 5 June 1996, information on new citizenship rules with regard to whether Eritreans can have dual nationality with Ethiopia, on the practical and legal implications of this status, on the cooperation agreements that permits free movement of citizens between the two countries, and on residence rights, employment rights and other civil rights, could not be found among the sources currently available to the DIRB.

According to a December 1996 Africa Research Bulletin article, Ethiopia and Eritrea signed an agreement designed "to fight crimes and jointly provides for the extradition of criminals" (12459). A 23 June 1997 Africa Research Bulletin article states that the Eritrean Constitution was adopted in May 1997, but details citizenship issues are not provided (12680). For additional information on this topic, please refer to the attached documents.
