Important Notice

Revised framework for the selection of candidates for the Refugee Higher Education Program (RHEP) conducted by the United Nations High Commissioner for Refugees (UNHCR) together with Kwansei Gakuin University, Aoyama Gakuin University, Meiji University, and Tsuda College.

Important Notice

Beginning in 2016 (for university admission in 2017),

the UNHCR Refugee Higher Education Program will be revised.

All applicants will be required to submit results from the Examination for Japanese University Admission for International Students (EJU). Please check the required examination subjects specified by UNHCR, for the school of study for which you wish to apply. All applicants are required to take EJU including those who received a middle school education, high school education, and/or secondary education in Japan, those who received 12 years of education abroad, regardless of the desired school of study.

The EJU is a test organized by the Japan Student Services Organization (JASSO), and is conducted annually. Though each course of study/school of study has different EJU exam subjects that you must undertake, note that you will not be able to sit the Science test and the Japan and the World test in the same examination period, as they are conducted simultaneously. Please check the date of the test on the JASSO homepage, and take the examination so that the results may be submitted by the deadline for the RHEP applications.

Click here for more information on the Examination for Japanese University Admission for International Students (EJU).

Guidelines for applications to each university through the RHEP will be published on the UNHCR website around June every year. As there may be changes in the criteria, EJU examination subjects, dates, and format of the application, please be sure to check the Application Guidelines for the relevant year. The revised structure for the RHEP program is outlined below. Please check the contents and prepare for the application process.

Refugee Higher Education Program (RHEP)

Education is essential in preparing young refugees to rebuild their lives and to enable them to contribute their skills and knowledge to their new environment. The 1951 Refugee Convention and other instruments related to international human rights assert that education is a fundamental human right. Ensuring access to education by refugees is one of UNHCR’s priorities.

UNHCR, Kwansei Gakuin University (KGU) , Aoyama Gakuin University (AGU) , Meiji University (MU) ,and Tsuda College (TC) are mutually committed to providing high quality education in specialist fields to facilitate the development of refugees in Japan into people who can contribute to the peace-building and social development of Japan, their countries of origin, and international society in the future. This program provides opportunities of four-year undergraduate education to refugees who have no access to higher education. A number of refugees currently staying in Japan are forced to give up receiving higher education due to financial reason, etc.; in result, employment opportunities are much more limited for them than those that received a certain form of higher education. This program supplies those refugees with not only opportunities for education but also opportunities to acquire qualification to contribute to host countries or countries of origin.

Application period is during summer and autumn each year. Should you be interested, please find the information about the selection process and applications forms below.
