The ICPO-Interpol General Assembly, meeting in Budapest from 24 to 27 September 2001 at its 70th session:
AWARE of the heavy involvement of transnational organized criminal groups in the smuggling of migrants and the trafficking in human beings, which has become an issue of great global concern,
ACKNOWLEDGING that dedicated efforts from law enforcement agencies around the world will give significant results in fighting the ruthless criminals who exploit and violate the human rights of their victims,
TAKING INTO ACCOUNT General Assembly Resolution AGN/65/RES/08 on the improvement of co-operation to combat crimes linked with the international exploitation of prostitution,
BEARING IN MIND the urgent need for targeted measures to combat the increasing trafficking of children for sexual exploitation or other forms of forced labour,
DECLARES:
That a comprehensive international approach, involving law enforcement agencies in all countries and the appropriate international organizations, is needed in order to identify and dismantle the criminal networks involved in these activities.
That the Interpol General Secretariat and Member States must put in motion and assist measures directed at preventing and combating the smuggling of migrants and trafficking in human beings, and that member countries must initiate and support training for law enforcement officials, in order to increase the number of prosecutions against those responsible for smuggling and trafficking in human beings.
That countries should increase their participation in operational projects, working groups and training efforts organized by Interpol and by other appropriate international organizations, aiming at improving co-operation between law enforcement agencies, and that Member States must suggest and develop bilateral or multilateral co-operation with relevant countries, aiming at intelligence exchange, border measures, victim protection or other relevant issues.
That a resolution should be prepared for the General Assembly session in 2002, emphasizing that the General Secretariat and Member States should pay special attention to crimes involving the trafficking in children to be used as slave labour.
