UNHCR in Turkmenistan Office: The Representation is in Ashgabat, and was opened in 1995. Programmes in Ashgabat (the capital), Lebap, Akhal, and Dashoguz provinces. Refugees: Afghanistan: 19 Azerbaijan: 15 Russian Federation: 1 Voluntary repatriation: Since its establishment the Office in Turkmenistan organised and implemented voluntary repatriation of 6,008 refugees to their countries of origin, mostly to Tajikistan and Afghanistan. Local integration: Over 10,000 former Tajik refugees had become citizens of Turkmenistan in 2005. Resettlement: The Office in Turkmenistan organised resettlement of 1,051 refugees. Stateless persons: 7,516 (unofficial date, based on information from the State Migration Service.
