The Enhanced Framework for Implementing with Partners (“Framework”) is an integral governance and management instrument for delivering quality protection to persons of concern in partnership, and supporting accountability for resources entrusted to UNHCR. The purpose of the Framework is to outline UNHCR’s policies, guidelines and practices for working with partners to implement projects.
One of the objectives of this Framework is to ensure that UNHCR partners with the most suitable organizations in a given operation for the implementation of projects, in order to provide quality protection and assistance to refugees and other persons of concern.
In compliance with the above requirement, UNHCR Sri Lanka, is calling for Expression of Interest from partners that have unique and complementary attributes to UNHCR’s capacities and resources for undertaking a specific project for the implementing year 2017.
Please find attached herewith ‘Call for Expression of Interest’ under different Project Titles and Project Locations signed by UNHCR Representative in Sri Lanka. You are expected to select Project Titles in which you can submit a Concept Note on the chosen Project Title. UNHCR is working within its Pillar and Population Planning Group (PPG) structure, therefore, Concept Notes should be in one or more of the following structure, and should not be mixed:
Pillar 1 – Refugees and Asylum Seekers/Refugee Returnees
Pillar 2 – Statelessness (persons at risk of Statelessness)
You are requested to complete the Call for Expression of Interest and a Concept Note (electronic copies of the formats are listed below) and submit your completed documents by registered post and also electronic copies by email to reach the undersigned on or before 30th September 2016. The Concept Note is not a sub-project proposal, which you will be asked to submit once you have been notified of your selection or retention as Implementing Partner, by 4th November 2016. Only partners that respond to this call for Expression of Interest by the due date will be eligible for partnership with UNHCR in 2017.
This note also invites you to formally register and interact online in the UNHCR Partner Portal. The Partner Portal supports the effective application of the UNHCR Framework for Implementing with partners.
Kindly note that registration is mandatory for all existing partners and those who wish to partner with UNHCR for implementation of UNHCR funded projects in the foreseeable future. Registration will be a pre-condition for signing a Partnership Agreement with UNHCR.
