Sri Lanka has begun addressing some longstanding demands for accountability and reconciliation linked to its 27-year civil war that ended in 2009. However, progress on establishing the four promised transitional justice mechanisms has been slow, casting doubt on the government’s willingness to deliver on conflict-related justice. Authorities have continued detentions under the draconian Prevention of Terrorism Act, including a series of arrests in April and May 2016. The government has failed to initiate reforms to the security sector and criminal justice system, such as establishing accountability for police abuses or bringing criminal laws in line with international standards.
