Indonesian President Joko “Jokowi” Widodo’s rhetorical support for human rights has not led to meaningful policy initiatives. Religious minorities continue to face harassment, intimidation, and violence from militant Islamists, government authorities, and security forces. Indonesian authorities restrict access to Papua by foreign journalists and rights monitors. Papuan and Moluccan political prisoners remain behind bars for nonviolent expression. The government has failed to deliver on a promised reconciliation mechanism for the 1965-66 massacres. Jokowi has been a vocal advocate for the use of the death penalty in drug trafficking cases. In 2016, the government stoked an unprecedented attack on sexual and gender minorities, through hateful rhetoric and discriminatory edicts.
