In a telephone interview with the Research Directorate, an assistant director (subdirector técnico consultivo) with the regulatory affairs branch (dirección de normatividad) of the Ministry of Foreign Affairs (Secretaría de Relaciones Exteriores) stated that the number 4 indicates that the passport holder is travelling with the permission of his or her parents (Mexico 16 Oct. 2007). In correspondence sent to the Embassy of Canada in Mexico, the Assistant Director indicated that information on the meaning of the numbers under the heading "observations" has been given to foreign representatives in Mexico, to Mexican representatives abroad, and to the airlines and other stakeholders that could require such information (Canada 26 Oct. 2007). The following list provides further information:

1: Non-renewable passport.

2: Passport issued with the authorization of a judge.

3: The holder is travelling with the permission of his or her guardian or guardians.

4: The holder is travelling with permission from both parents or with permission from those with parental authority.

4.1: The passport was issued in the absence of one or both parents or of the person with parental authority, on the basis of a duly completed authorization form (OP-7).

4.2: The passport was issued in the absence of the father, mother or person who has parental authority, on the basis of a judicial resolution.

5: The holder is Mexican by declaration of Mexican nationality.

6: The holder is Mexican by naturalization.
