According to Country Reports on Human Rights Practices for 1992, ethnic Somalis are required to produce a Kenyan identification card and a second piece of identification verifying "screening" before they can apply for a passport (1993, 126). The source further states that "airlines have been required to submit passports held by Kenyan Somalis for verification before issuing tickets to such persons" (ibid.).
Information on the consequences of having only a passport at the point of departure is currently unavailable to the DIRB.
