Leaders from Ghana, Benin, Togo and Nigeria met in August, September and October 1984 to sign extradition treaties and other accords. [Keesing's Record of World Events, vol. 31, no. 4 (April 1985), p. 33512.] When these same four countries met again in November 1985, relations were noticeably tense between Ghana and Togo as a result of a series of bombings in Lomé (capital of Togo) for which the Togolese government held the Ghanaian government responsible. It also accused the Ghanaian government of harboring opponents of the Togolese government. [Ibid.] In June 1986, Togo expelled Ghanaian exiles opposed to the Rawlings government in Ghana. [Ibid.]

In November 1985, Michael Agbouti Soussoudis, a cousin of Ghanaian president Rawlings, was deported from the United States in exchange for eight Ghanaian nationals accused of spying for the Central Intelligence Agency (CIA). [Keesing's Record of World Events, vol. 32, no. 1 (January 1986), pp. 34093-34094.] A few days later, in response, Ghana expelled four American diplomats for allegedly spying on the Ghanaian government. [Keesing's Record of World Events, vol. 33, no. 3 (March 1987), pp. 34982-34983.]
