Comments	The decision of the Ostrava Regional Court of 4 December 2000, the decision High Court in Olomouc of 28 February 2001 and the decision of the Minister of Justice of the Czech Republic of 15 October 2002 are being cancelled because of contradiction with Article 3 of the Convention on the Protection of Human Rights and Fundamental Freedoms, Article 3 of the Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, Article 7 of the International Covenant on Civic and Political Rights and Article 7 of the Charter of Fundamental Rights and Freedoms. Decisions of the Constitutional Court can not be appealed.
