The IRBDC was unable to find any information on the attitude of the Vietnamese government to drug trafficking or to drug traffickers. None of the currently available sources were able to confirm whether Vietnam is signatory to any drug control agreements or conventions.

We have attached an excerpt from Vietnam: A Country Study (1989) on "Law Enforcement". The particular crimes which could be connected with drug trafficking are not mentioned specifically but the excerpt may give you some appreciation of law in Vietnam.

According to The Economist (2 Nov. 1991), "United Nations observers know of no cases in which a returned boat person has been mistreated;" (35). A representative of the UNHCR in Ottawa confirms this information and states that UNHCR has "free access to returnees in Vietnam unfettered by government people" (4 Dec. 1991).
