In a 16 December 1997 telephone interview with the Research Directorate, the coordinator of the National AIDS Commission in Santiago, an organizing committee member for the IV Pan American Conference on AIDS, stated that the conference took place in Santiago from 15 November to 18 November 1995. The coordinator also stated that there were no violent incidents or harassment perpetrated against any of the participants during the conference.

A December 1995 ILGA Bulletin report states that, coinciding with the IV Pan American Conference on AIDS, members of Chilean gay and lesbian groups were meeting with some Chilean politicians on 16 November 1995 to discuss proposals to decriminalize homosexuality in Chile (4). A 17 November 1995 Reuters report also states that the conference on AIDS took place in Santiago at that time.

This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
