On 17 July 2001, an official at the Turkish embassy in Ottawa stated the following:
As of today, there is no bilateral agreement between Turkey and Iran for the extradition of Iranian citizens in Turkey or Turkish citizens in Iran who have entered each others' countries illegally.
On the other hand, Turkey has presented to the Iranian authorities on January 15, 2001, a draft protocol to accept the return of both illegal Iranians in Turkey and citizens of third countries who have entered illegally into Turkey from Iran. The same protocol would be applicable for the extradition to Turkey of illegal Turkish citizens in Iran as well as citizens of third countries entering Iran from Turkey.
The Iranian side has not responded yet to this proposal and the negotiation stage has not yet been reached.
