In a telephone interview on 31 May 1995, the Amnesty International desk officer for Yemen in London stated that the general amnesty is not completely working and although some people are more at risk than others, the situation is very fluid and returnees who disagree with the government may face problems. The desk officer added that Amnesty International has received reports of people being detained and beaten (ibid.).
