No information on the treatment of Afar youth and children by the government, particularly whether they are being recruited by rebel groups to participate in combat could be found among the sources consulted by the Research Directorate. The only reports available is on forced conscription of Afars in Eritrea, not in Djibouti (Radio Ethiopia, 23 Apr. 1999).
It might be of interest to know that according to Radio Ethiopia, the general-secretary of the Red Sea Afar Democratic Organization stated that "over 7,000 Eritrean Afars have fled to neighbouring countries in the past few months" (ibid.). The general-secretary added that "only during the past month of March [1999] a total of Eritrean Afars have entered Yemen and Djibouti fleeing the persecution [in Eritrea]" (ibid.).
This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
