Please find attached a copy of the Aliens' Act of Finland, which was assed in Helsinki on 22 February 1991. According to the Embassy of Finland in Ottawa, the act is currently in effect (10 June 1993). The act defines the legal status of aliens in Finland; an "alien" is defined in the first article of the act as being any person who is not a citizen of Finland, including refugees. The act provides information specific to the legal status of refugees in Finland.
