ToR for the National Advisory Group on the Local Integration of Former Refugees in Zambia

The Government of the Republic of Zambia (GRZ) and UNHCR have been working together to advance durable solutions for the thousands of former refugees still in Zambia. GRZ has pledged to integrate some 10,000 former Angolan refugees, and possibly some 4,000 former Rwandan refugees, in a manner that ensures appropriate legal status and sustainable socio-economic empowerment. To this end, in January 2014, GRZ and UNHCR launched a Strategic Framework for the Local Integration of Former Refugees in Zambia, which comprises the following pillars: ➢ Legal (Alternative Legal Status): facilitate legal integration of eligible former refugees through the issuance of long term residence permits and identity documents; ➢ Socio economic (Integrated Resettlement Programme): ensure that former refugees and their Zambian hosts settling in two designated settlement areas have access to land and basic services that will enable them to be self-sufficient; ➢ Peaceful coexistence (Refugee Affected Areas): advocate for additional targeted assistance to refugee-affected areas in support of local development plans Concurrently, the international Solutions Alliance promotes a global debate and the local enabling of durable solutions to displacement. Actors met for this purpose at the Roundtable on Solutions to Displacement, which recognized Zambia as a pioneer in showcasing national ownership and development approaches to displacement. With a view to promoting the successful implementation of the Strategy, GRZ and UNHCR seek to draw upon the support and expertise of relevant partners and stakeholders, in establishing this National Advisory Group on Local Integration in Zambia (NGZ).
