Asylum seekers and other migrants, including unaccompanied children, lack adequate protection and are in some cases forced back to Serbia. Thousands of people with disabilities are denied their right to legal autonomy because of an unreformed guardianship system. Jews, Roma, and Serbs face discrimination, ethnic intolerance, and hate speech, with thousands of Roma remaining stateless. Roma children remain subject to de facto segregation in schools. The state fails to respond effectively to attacks against journalists.
